Pardon my ignorance and inexperience with forum jargon, but what is the precise meaning of the word "troll"?  I have seen the term tossed around from time to time and it's obviously not a compliment.  Does it refer to someone who is "fishing" for attention?

Basically, yes.

A troll is someone who posts to get attention and/or provoke a reaction / cause trouble.

Some people are just naturally annoying.  Others, however,  do this as a sort of perverse "hobby."  They visit forums and post controversial, provocative rants about topics  that they don't care about one way or the other.  The only point being to cause disruption and watch the fur fly; such as advocating atheism on a Christian forum, etc.

A troll: 

A big, ugly creature that hides under the bridge and torments honest travelers just for pleasure. Doesn't serve much purpose other than to be a pain in the butt.
