I have a retirement visa now and have never done a 90 day report. The last time my passport was stamped was Nov 14 2010.
Can i go in now or do i have to wait? What is the rule about reporting. Such as grace period. I want to go early. Can I?

I am not sure I understand your question, and it is not entirely clear what the date you mention, November 2010, refers to or what kind of stamp you are talking about.
However, regarding 90 reports, I believe you may only report 7 days earlier than the actual due date for the 90 Day Report.
However, having said that, if you are planning on leaving and returning to Thailand (assuming you have your reentry permits in order), you won't need to do a 90 Day Report until 90 days after the date you re-enter Thailand.

Rex is correct. You get a fourteen day window to report. 7 before and 7 after. If you are later than 7 days you will get a 2000 Bt fine.
When you got your Exention Based on Retirement in November (we presume) Immigration should have stapled a slip into your Passport. This slip will show the date that you are due to report.
Rex is also correct about the 90 days starting from the date of re-entry to Thailand but he forgot to mention that you MUST get a Re-Entry Permit prior to departure, or else your Extention is cancelled. This can be obtained from your loal Immigration ffice fo 1000 Bt, or (I think) 1900 Bt for Multiple Re-Entry.
Some offices might be a little lenient on the "7 days before" date, but NOT the "after date".

Please note the fine is 2,000 Baht FOR EACH DAY you are late. Also, in my case, I have a yearly visa that runs concurrent with my yearly work permit. Each year I pay for a multiple re-entry visa which allows me to come and go as I please without needing a re-entry permit. Now that we have an Im. office here, getting a re-entry permit is no big deal, but I used to have to go to Nong Khai to get one.

I truely believe that you are confusing this with 500 Bt. "Overstay" fine, which is applied for every day that you stay in the Kingdom after your permitted time has been exceeded (to a maximum of 20,000 Bt).
The Paper that I read states that for 90 day reporting, if late, you will face a fine of 2000 Bt., whether one day or one month. However, if you are arrested and have not completed the 90 day report, the fine increases to 4000 Bt.

Multiple re-entry permits are 3800 baht. --------- Please note the fine is 2,000 Baht FOR EACH DAY you are late.
It's not that much. I believe it's 2k for being late, not for every day.
- The notification of staying in the Kingdom over 90 days is in no way equivalent to a visa extension.
- If a foreigner staying in the kingdom over 90 days without notifying the Immigration Bureau or notifying the Immigration Bureau later than the set period, a fine of 2,000.- Baht will be collected. If a foreigner who did not make the notification of staying over 90 days is arrested, he will be fined 4,000.- Baht.
- If a foreigner leaves the country and re-enters, the day count starts at 1 in every case.

Thanks everyone. I went in today and was treated very good. In and out in 5 minutes. I had some problems with one of the girls last two time there but this time she was very nice and helped me with out trouble. I also noticed more people working there and everyone was dressed very professional.
I am very relieved and now have another 90 days... :)

Yes its 2k fine for not reporting, I know someone who has been here a year and had not reported during that entire time due to a misunderstanding with the school he works for.

The most important thing to know about immigration officers is that it is their choice whether to follow the written law or not. About 3 months ago, I reported 2 days late and was asked to pay 4,000 baht at the KK Im. office. Actually I was offered a deal of 3,500 B if I did not need a receipt. I posted my experience with this and it was deleted by the forum moderator because I was too blunt about my feelings toward the officer! Anyway, never forget the ridiculous amount of power an immigration officer wields over us all.
By the way, I never had any problems in Nong Khai. Also, it used to be nice to get a day off from work, have a no hassle experience at NK Immigration, then hang out and eat and shop on the Mekong River. Personally speaking, I wish the KK office had never opened.

Scott, you are entitled to your feelings, blunt or otherwise. But the moderator DID NOT delete your post because of your "feelings." The moderator deleted your post because, considering the small size of the KKC Imm Office, the person's identity you were referring to was obvious. Saying, for example, "A cop stopped me and demanded 200 baht" is one thing. Saying, "Officer Friendly, Badge #12345, stopped me . . . " is more exposure than this chicken-moderator is willing to accept. Imm Officers are not civil service employees in the sense of being clerical workers; they are cops! It is The Immigration Police. Mess with them at your own risk, mate, not mine or the forum owner's.
